Police have made an arrest in the murder of 47-year-old Jerome Diggs.
Gary Nathaniel Proctor, 37, was arrested by the Capitol Area Regional Fugitive Task Force the day after police say he killed Diggs.
Proctor, of Southwest, was charged with second-degree murder while armed for Diggs’ homicide. Diggs was found suffering from apparent gunshot wounds in the 1300 block of First Street.
