Man Charged in Two Homicides Found Mentally Incompetent to Stand Trial

A DC Superior Court judge found a defendant charged in connection with two homicides mentally incompetent to stand trial.

Matthew Walker is charged with first-degree murder while armed in the shooting of 32-year-old David Remen on the 1700 block of Hamlin Street, NE, on Feb. 14, 2019.

The 22-year-old defendant is also charged with second-degree murder while armed for allegedly stabbing 23-year-old Jamal Green-Lee on April 29, 2019, on the 100 block of Michigan Avenue, NE. Green-Lee died from his injuries on Nov. 4, 2020.

During the Sept. 7 hearing, Judge Juliet McKenna found Walker mentally incompetent to stand trial, with no objection from parties.

Defense attorney Kristin McGough asked Judge McKenna to transfer her client to St. Elizabeths Hospital, DC’s psychiatric institution.

The prosecution, however, opposed this request, expressing concern over the safety of staff and patients.

Judge McKenna denied McGough’s request for the transfer, sharing in the prosecution’s safety concerns. Instead, Walker will receive one-on-one remote competency restoration treatment while remaining at DC Jail.

Parties are scheduled to reconvene for a mental observation hearing on Nov. 19.
