Officers from the Metropolitan Police Department have identified the man shot and killed on Nov. 15,2015, as 24-year-old Onyekachi Emmanuel Osuchukwu, III, of California.
Police began investigating the shooting death of a male, later identified as Osuchukwu, over the weekend after responding to a call for an unconscious person. Osuchukwu was found without signs of life in the 2900 block of 2nd Street, SE.
